The intellectual foundations of PESTIALE

PESTIALE is the first environmental scanning framework designed specifically for the age of AI. It extends the lineage from Francis Aguilar's 1967 ETPS through Elliott Jaques's PESTI, adding Algorithmic/AI Governance and Ethics as structurally distinct dimensions. Every analysis applies the Mick Ashby Ethical Regulator Theorem — nine requisites necessary and sufficient for a cybernetic regulator to be both effective and ethical.
